WE COME TO YOU FOR YOUR 91.411 & 91.413 CERTIFICATIONS
Top Flight Avionics’ CERTMAN division makes it easy to stay compliant and flight-ready. We travel throughout Michigan and Northern Ohio to perform required inspections—right at your hangar, airport, flight school, or facility—so you can reduce downtime and avoid last-minute surprises before a trip, IFR training, or busy season.
Why owners schedule (even when they’re “just a little overdue”)
It happens—life gets busy, weather delays plans, and inspections slide. But these certifications aren’t paperwork exercises. They confirm that the systems ATC and your cockpit rely on are reporting accurately. Overdue inspections can lead to failed altitude reporting, transponder issues, IFR delays, or getting grounded when you least expect it.

CERTMAN Services: (Choose what fits your flying)
IFR Certification Package (Most common)
Includes: 91.411 (altimeter/static/altitude reporting) + 91.413 (transponder). If you fly IFR—or want to stay IFR-ready—this is the standard package. Federal regs require the altimeter/static/altitude reporting system to be tested within the preceding 24 calendar months for IFR operations in controlled airspace, and the ATC transponder to be tested within the preceding 24 calendar months for operations requiring a transponder.
Why it matters:
- Confirms accurate altitude reporting to ATC (Mode C / altitude encoder reporting)
- Helps prevent altitude disagreements, IFR clearance interruptions, and “can’t verify altitude” issues
- Keeps you legal for IFR operations where applicable
Best for:
- IFR pilots, instrument students, IFR-equipped aircraft
- Anyone planning cross-country flying where weather can change fast
VFR Compliance Option (Transponder-focused)
Includes: 91.413 transponder certification (required when operating where a transponder is required) + optional system health checks as requested. Many VFR pilots primarily need to keep the transponder compliant to operate in applicable airspace. 91.413 requires the transponder test/inspection within the preceding 24 calendar months for transponders specified under applicable rules.
Why it matters:
- Ensures your transponder replies correctly so ATC can identify you and see accurate data
- Reduces the risk of being denied access to certain airspace due to equipment issue
91.411 Pitot-Static / Altimeter / Altitude Reporting Equipment Test and Inspections
Reg: 14 CFR 91.411
This test/inspection verifies the static pressure system, altimeter instrument, and automatic pressure altitude reporting system meet requirements—commonly scheduled every 24 calendar months for IFR operations in controlled airspace.
Common reasons pilots book 91.411:
-
IFR currency / training
-
Altitude reporting confidence (Mode C)
-
Pre-trip compliance and reliability
91.413 Transponder Certification
Reg: 14 CFR 91.413
Transponder testing/inspection is required within the preceding 24 calendar months for applicable operations.
What it helps confirm:
-
Proper reply, output, and correct reporting so ATC sees what you think you’re transmitting
Mobile Certifications
-We come to your hangar-
The CERTMAN difference: you don’t always need to reposition the aircraft or lose a day transporting it to a shop. Marty can perform certifications on-site throughout Michigan and Northern Ohio, coordinating with your schedule to keep downtime low.
Great fit for:
- Flight schools & clubs (multiple aircraft scheduling)
- Corporate hangars
- Owners who want minimal disruption
- Seasonal flyers who want a “get it done” slot
What to expect
- Clear scheduling window and on-site coordination
- Documentation provided for your records after completion (logbook documentation as applicable)
- If your aircraft isn’t currently up to code, Top Flight can also handle avionics repair or equipment installation to help you regain compliance and get back in the air efficiently.
